Step 1 — The Balance of Power
The Wind Spirit has turned away from the Aerdalans who, according to him, upset the balance by always opting for the use of force. You'll have to show him that he's wrong.
For this step, bring Offering to the Wind Spirit, Travel Permit to Wind Spirit, Yokaikido, Yung Pandawane, Ten Rowa, Captain of the Kozaru Guard, Hanshi, Daimya Hikomi. Make sure you have the items before moving.
You'll need to defeat Hanshi. Check your gear matches the level 140 requirement.
