Step 1 — Break One's Chains
Servitude's Galley is holding a soul prisoner, and not just any old soul: Draconiros's. The astral dragon is being held by five of Servitude's chains. Since he's too weak, he needs help to break free from his restraints.
For this step, bring Big Phial, Sulphur Pouch, Sylvan Substrate, Piece of Thrall Chain, Twiggy Hammer to Draconiros's Imprisoned Soul, Volkaragnar, Weakened Draconiros. Make sure you have the items before moving.
You'll need to defeat Servitude's Second Chain, Servitude. Check your gear matches the level 200 requirement.
